Tesla China shipments drop 28.9% to 67,829 as China's NEV market grows 8%

Tesla (NASDAQ: TSLA) sold 67,829 China-made vehicles at wholesale in October 2026, according to preliminary data the China Passenger Car Association (CPCA) released on November 3. That was down 28.9% from September, when Tesla's Shanghai plant shipped 95,366, but up 10.3% from the 61,497 it shipped in October 2025. It was Tesla's lowest monthly total since February, when it sold 58,599.
The wholesale figure counts both cars delivered in China and cars exported from Shanghai to Europe, Asia-Pacific and Canada. Among China's new energy vehicle makers, Tesla ranked eighth by wholesale volume. BYD led with 483,125, followed by Geely at 213,165, while SAIC-GM-Wuling's 97,241 and SAIC Passenger Vehicle's 76,479 also came in ahead of Tesla.
The drop runs against the wider market. The CPCA estimates that China's passenger NEV wholesale volume reached 1.8 million in October, up 12% year over year and 8% from September. Geely, Chery, SAIC Passenger Vehicle, XPeng and Great Wall Motor all posted record monthly NEV sales, and Tesla was not among them.
In each of the last three years, Tesla China's October volume has fallen by more than 20% from September. Wholesale volume fell from 88,321 in September 2024 to 68,280 in October 2024, a 22.7% drop, and from 90,812 to 61,497 a year later, a 32.3% drop. This year's 28.9% fall sits between the two. In 2025 the slide did not last, with volume recovering to 86,700 in November and 97,171 in December.

Even with October's drop, Tesla China is well ahead of last year. Wholesale volume for the first ten months reached 810,889, up 21.42% from the same period of 2025, though that growth slowed from 22.54% after nine months. Most of the gain has come from exports. Through September, Shanghai exported 361,972 vehicles, up 108.44%, while deliveries in China fell 11.93% to 381,088.
That shift has made exports almost half of the plant's output. They accounted for 48.71% of wholesale volume in the first nine months, up from 28.64% a year earlier. In the third quarter, Shanghai's 275,111 wholesale units equaled 57% of the 486,532 vehicles Tesla delivered worldwide.

September showed the split clearly. Tesla delivered 64,837 cars in China, up 29.55% from August but down 9.35% from a year earlier, while exports fell 15.48% from August to 30,529. The CPCA's preliminary October data did not break out domestic sales and exports. A year ago, Tesla delivered only 26,006 cars in China in October, so exports made up most of that month's 61,497.
Under the October 30 plan, Model 3 RWD down payments start at 39,900 CNY (Tesla)
Tesla has already moved to lift demand at home. On October 30, 2026, Tesla China launched a zero-interest instalment plan that lets buyers of a 235,500 CNY (c. $35,400) Model 3 RWD put down as little as 39,900 CNY (c. $6,000), with five-year payments of up to about 2,429 CNY (c. $365) a month and a 39,900 CNY final payment. A second option with the same down payment and no final payment runs up to about 3,094 CNY (c. $465) a month.
The plan also cuts the final payment by 10,000 CNY (c. $1,500) on the Model 3 and by 4,000 CNY (c. $600) on the Model Y, and it runs until November 30. It is at least the ninth change to Tesla China's purchase terms in the first ten months of 2026, and the company has rarely touched its list prices. The offer began with only two days of October left.
The export side faces its own limits. In Canada, Tesla stopped taking orders in October for the Shanghai-built Model 3 Premium, priced from C$39,490, saying high demand had used up its import quota and that ordering should resume in March 2027. That came even though 33,069 of the 49,000 permits under Canada's China-built EV quota were still unused as of October 9.
China is also trimming support for exports. The value-added tax rebate on exported new energy vehicles will drop from 13% to 9% on April 1, 2027, reducing the tax refund on the cars that have driven most of Shanghai's growth this year.
Last year, Tesla China followed its October slump with 86,700 wholesale units in November. A similar rebound this month would show whether the zero-interest offer can bring Chinese buyers back while export growth slows.
Conversion rate: 1 USD = 6.6546 CNY as of November 2, 2026.
